That seems a more awkward way of allowing the Artificer access to their spell list than just excepting the class, itself, from requiring your +1. Now you still need to use Tasha's to play the class, but you can still pick spells from Xanathar. That's not a very sustainable way of setting that up, though, if they ever add more Artificer spells or subclasses in another book.
Optional class features require Tasha's as your +1. That's a decision that's hard for me to see the justification for. Those changes really seemed like they were designed as core class premium errata.
Char with a subclass from PHB +1 makes it to 5th, 11th, 16th level, then switches to a subclass from XGtE or TCoE. Flipping back and forth every chance they get. The class options should be across the board or disallowed all together. I don't know anyone in the AL groups I play in that will enforce the class options as +1.
As an example look at the Wizard order of the scribe. Play as one from say 1st to 10th, find a couple of spellbooks and copy the spells into yours (2nd level ability Wizardly Quill). At 11th level you switch to a different subclass. Do all the spells you've copied into your spellbook vanish?
Variation, you start as a diviner and copy all the divination spells, then at 5th switch to an evoker and get those tier 2 evocation, then at 11 switch to transmutation , etc. Since copying spell at 1/2 cost for specific schools of magic are sub-class specific, do you suddenly have to spend the GP to keep them?
Thats the point, you won't have the gold. For example at 5th level a char is going to have 240 GP (assuming max gold and max hours played) + starting. Order of scribe you copy 3 second level spells into your spellbook (no cost). Then at 5th you switch. You don't have the 300 GP to have done so (ignore specialty schools, etc. since that just makes the example more complex.)

They clarified this on Discord. The wording in the AL document would seem to indicate that you can change subclasses without regard for PHB+1. However, this was not the intended interpretation and they were planning on changing the wording. They intended that the rule in Tasha's allowing change of subclass at levels 5, 11, 16 should be available to ALL characters no matter what their +1 ... however, the CHOICE of subclasses available for the switch IS subject to the +1 limitation.
So if you have PHB+tashas you can swap to any subclass in PHB+tashas. If you have PHB+Xanathar then you could swap to any subclass in PHB+Xanathar even though Tashas is not your +1 to give access to the subclass swapping rule.
Really poor wording in the document in my opinion since it was a really big loophole when I first read it.

Vanish from your spell list no. Just log the spells on your log sheet. Spending the gp for the school you not currently in, yes.
