It's because the only Druid Circle worth playing is Circle of Stars!
Joking aside, I think Jegpeg is correct. Check your account and make sure you have the PHB purchased. If you have been relying on your DM's account for all your books, you may have to have your character 'join his campaign' first (then all of the options from your DM's books should be available), and then go back into your Character Builder and choose Moon.
I own both physical and digital versions of the 2014 and the 2024 handbooks and yet circle of moons still fails to show up, however all circles from my tashas cauldron and xanathars guide all show up, still no moon

Which version of the Druid class did you select - the Core/2024 version or the Legacy/2014 version?
I'm having the same problem. Purchased the 2024 PHB but no circle of moon option in dropdown menu. Am I missing another step? It doesn't seem to make any difference whether I'm using the 2024 or 2014 class.

Have you tired syncing your entitlements as I suggested above?
What my issue was, stupidly enough, was that on the class selection menu, I just had to keep scrolling beyond the default classes. At first, it seems as if that was all the choices I had, but then I realized that if I scrolled down... there was more. First selections were Core 2024 classes, second was Core 2014 (PHB, etc). Embarrassing, but solved.
Also, thank you for mentioning to resync your entitlements, I had no idea that was even something available to us. Cheers.
I did all the things mentioned. The entitlements were synced. I ended up buying the 2024 version even though I didn't really want to. Then after some more closing, reopening, the circle of the moon showed up in the drop down so all is well. Thanks!

Just for the record, what happened here is almost certainly that you were using the 2024 version of the Druid class, but you didn't have the 2024 Player's Handbook, so you could only see the one subclass that's in the Free Rules. It sounds like you then purchased the 2024 Player's Handbook, which gave you access to all the subclasses in it.
Your other option would've been to change the character's class to the 2014 version of the Druid class, which would have allowed you to use all the subclasses from the 2014 Player's Handbook if you owned that.
I had the same issue. To summarize for anyone else who is struggling; during character creation, the character builder defaults you to 2024 classes and rules, even if all you own is 2014 stuff. You have to scroll down and select the Druid (2014) class, not the Druid (2024) one. I really hate this anti-consumer, user unfriendly design. Would it have killed them to call it 5.5 edition or something instead, and allow you to set defaults in your profile? If anything, this makes me want to never buy any 2024 content.
Did anyone else got the "bug" (hope it's one) that they can't choose the circle of moon at lvl 3 Druid?
I have a goliath, but can't find anything about this circle is just being able for specific races.
Moon druid is not part of the SRD so to use it someone needs to have bought it on DnDBeyond.
Have you bought the PHB on this site or the moon druid subclass as anitem?
If your character is in a campaign on the site has anyone else in the campaign bought it and shared it?
If the answer to both the questions is no then you will have to purchase it
