Would it be possible for a character to undergo a change from being a rogue wizard class to a rogue druid? Right now the split is 5-7, 5 rogue, 7 wizard. However I want to change my character from wizard to druid. Is there any in game mechanic that could allow this or prevents this? Mainly curious, or if its mainly up to the dm.
There is nothing in the rules that allows it, but if you aren’t having fun with your current class, it seems pretty likely that your DM will let you switch.
Spare wishes aren’t exactly the kind of thing you just find lying around. If you want to guarantee you get one, you need to be a level 17 of a class that gets wish, which is way too long to be playing a character that you don’t enjoy. In fact, that doesn’t even work for this case because with those 5 Rogue levels, it’s impossible to get enough Wizard levels to learn wish.
There's more then one way to get a wish or have one granted. Especially when the DM is willing to play along. You only need to find someone who can give you what you ask for, then provide a reason for them to give you what you're asking for. And for that matter Divine Intervention could also work (again, with the DM's consent).
So this isn't nearly as difficult to come by as some would think.
If you spent quite some time with a druid circle, that would be a reason to be able to burn your spellbook after training rigorously and gaining some druid levels.
If I'm remembering correctly there were a few druid circles (or groups of some other kind) that loathed arcane magic... goodbye, fireball
Since you asked about it, the answer is really it's up to the DM. There's no rule that says you can change a class like this.
But talk to the DM, it's about having fun and arguably you could come up with a good in game reason, or just magically change it. I'd probably allow it. Once.

When in doubt, make a wish.
As always, your DM will have the deciding vote but you may be able to "get away with" using the wish spell to change your class.
