For the first bullet point of Spell Sniper it won't work Rules As Written, because the Archer ability isn't a proper spell, so no double range in RAW. It does however work with the second bullet point that only specifies a ranged spell attack (which the Archer ability is), so it will ignore half and 3/4 cover.
However it's probably an "ask your DM" case as it'd hardly be OP to allow it to double the range to 120 feet, as that would just make it the same as several cantrips, and you're taking a feat in order to do it. Sixty feet is already a long enough range for most encounters to keep you away from melee threats (they'd have to Dash to get to you) so if it were me I'd allow it.

Making a Circle of Stars druid and am wondering if I could pair spell sniper with the hunter constellation to get extra range?
Do you mean the Archer Starry Form?

Thanks! Mainly just wasn't sure if the ability counted as a cast/proper spell.
