The talk about wildshape limits is part of the 2024 rules, which haven't been released.
Preyfire has the right of it. You and your GM talk about what beasts your character has likely seen. Mine is fairly cool with just whatever I come up with... as long as I theme it around the biome my character is from. They even let me "file off the serial numbers" from stat blocks to make new creatures... yes, I've had GM's who didn't do that.
What others said about the current rules is right.
For the 2024 release, the last UA I looked at, I think Druids would 'prepare' a number of wildshapes for the day in much the same way as a wizard prepares spells. This was to prevent the allegedly long time it took players with druid characters to decide what to transform into when it came to their turn!
(I'm the only one who's played a druid in my group - a moon druid - and I would always think about what I wanted to do during other people's turns so I would be ready when it got around to me. I don't think I ever took up people's times, but maybe it was a problem for other groups?)
Anyway, don't know if that rules change made it through UA but it doesn't really seem like this change would be an issue. I usually only had a handful of 'go to' shapes anyway that I would use, and you could always swap around the wildshapes you had prepared on a rest.
At my table, all druids will have the option to wild shape into any beast of the relevant CR for their level. If they don’t have time to do the research of all beasts, they can just choose the new 2024 limited forms

This is not asking about the uses. This is specificly asking how many wildshape forms a druid starts with, and if their is a limit.
There is no limit.
Typically the DM and the druid player have to have an agreement about which beasts this includes.
