Despite having access to the Circle of Stars subclass in Tasha's, I don't see it in my character builder, but do see the other two (Spores and Wildfire): tcoe/druid#CircleofStars
I would add an image to show that I can't see it but the image insert is very confusing, can't figure it out.
Why is this? Do I also have to have the Player's Handbook (because its also in there) to be able to unlock it on the character builder?
You've probably chosen the 2024 version of the Druid class, which can only use the 2024 version of Circle of Stars (from the 2024 Player's Handbook) not the old version (from Tasha's Cauldron of Everything).
If you want to use the old version of the subclass, you'll need to use the 2014 version of the Druid class. Make sure "2014 Core Rules" is enabled on the Home tab, then go to the Class tab and remove the class you have selected. Then scroll down and select the 2014 Druid class instead.
If you want to use the new version of the subclass, you'll need to purchase the 2024 Player's Handbook.
