I was looking at the the circle of stars in Tasha's and I have a question. A 2nd level feature says you are able to cast guiding bolt a number of times equal to your proficiency bonus without using a spell slot. What level would that be at? Does it mean i can only cast it at it's base level or could I cast it at higher levels if I have the spell slot to do so?

When you cast it for free without expending a spell slot it is always cast at the lowest level possible (1) unless otherwise stated.
however it also says:
You have the guiding bolt spell prepared. It counts as a druid spell for you, and it doesn’t count against the number of spells you can have prepared.
so you have it prepared and can cast it from any spell slot you’d like, like a normal spell.
So when you cast it for free= 1st level spell
when you cast it using slots= what ever you want
