Can Combat Wild Shape be used to transform into a Bugbear or some creature like that?
No. You can still only transform into beasts. Moon druids also get options for elementals at level 10, but those are the only two creature types.

That said even when having Elemental Wildshape you can only transform into exactly those 4 cr 5 elementals. Not some other elemental.
