Has anyone try to take a SOLO Leveling portals to your campain? (I have only seen the anima) You can do it as if it is the gods doing some sort of test on the world and the adventure guilds are trying to stop the breaks. If these have been going on for a very long time it could be the world was a normal world at one time and all the Fantasy are from old portal breaks.
Each portal could be could be 3 level so you have low, normal and high of each rank. You can then add a spell or ritual that will tell you the rank of the portal with maby a 10% chance of telling the wrong rank.

1-3 E
4-6 D
7-10 C
11-13 B
14-16 A
17-20 S
21+ SS
