Is it too weak or strong for its level of rarity? I feel like it's mid-way between uncommon and rare.
In my opinion, it’s pretty weak for a rare magic item. It’s basically a combination of two uncommon magic items but weaker, but all the different effects should elevate it to beyond uncommon, could do with something like a climb speed that’s 30 feet, although jumping will always be situational.
I'm considering adding a +1 to Dexterity saving throws or increasing the speed bonus to 10 ft. I know rare magic items are usually more powerful, but I prefer to be cautious.

There are lots of really OP rare magic items *cough* cloak of displacement *cough* so I think that you'll be fine with making it more powerful.
