Instead of 3 manning a billista or wait 3 turns to fire, I was considering allowing bonus actions to load and aim. Also it has a 30ft arc, so if the enemies are in the arc no need to aim. For loading use a bonus action to load a bolt and 10dc strength check to crank it back. Action to fire making the +6 to attack roll. If an enemy is out of the firing arc, use bonus action to turn the ballista. Thoughts?
There might be a significant shift in how action economy affects the weapon system. Maybe implement your suggested changes, test out an encounter or 3. Compare that to a few encounters @ original settings. If you note a significant difference, maybe consider sticking closer to home with it.
