So, I am running a homebrew campaign where the BBEG is a Brass Dragonborn Oath of Vengeance Paladin turned Monarch Crusader who is actually close with the party and does not want to kill them. I already know what I want his plan to be, but I am not very familiar with high-level D&D, and when the final fight comes I want it to actually go well. The party consists of a Tiefling Rune Knight/Grave Cleric, a Wood Elf Fey Warlock, a Black Dragonborn Mercy Monk, and a Yuan-Ti Oath of Glory Paladin. (Also they adopted a Wood Elf Hunter Ranger NPC who is 2 levels behind them) I'm expecting them to make it to level 12 by the time they confront the BBEG.
What are some tactics for this fight I could use to make the BBEG actually a force to be reckoned with?
The BBEG will need minions. A 4 (or 4.5) person party focusing fire on a single target will mop the floor with them. So give the BBEG some legendary actions, and legendary resistances, probably also some lair actions, so they can interrupt the party sometimes. And also have some minions or use terrain or just do something else that draws some of the party's attention so they don't just pound on the single target.
