My buddy made a wonderful model of a lighthouse for my game. I comes apart level by level and there is a stairway encircling the outside leading up from a small dock to the top of the lighthouse.
The scenerio is that a force has taken over the lighthouse and is using it to lure ships into the reef so that they crash and then a band of sahuagin raiders go in and loot the ships. The front door is sealed, so the party is going to be snuck up to the dock in a submarine smalljammer and then they need to fight their way up the stairs to the top. Once at the top, they have to go down the stairs and clear the lighthouse level by level. At the bottom floor there is a teleportation pad that leads to a ship in the bay loaded with pirates. The party can either go through the portal to clear the ship, or destroy the portal.
The first wave of militia that tried to rescue the tower were ambushed and abducted. Now the force is throwing bodies off the top of the lighthouse every few hours trying to lure another wave of militia into another trap.
What I don't have quite yet is the race of the force that has taken over the lighthouse. I was thinking about using humans, but that's kind of boring. Maybe lizardmen? I'm using sahuagin for the underwater raiding party, but am not sure if they would be appropriate for an occupying force of the lighthouse. I don't want to use orcs or goblins, they're kind of cliche to me.
Any ideas on an occupying force for the lighthouse? Also, the force is laying traps and ambushes for anybody that tries to come inside. Any clever trap ideas?

I think sahuagin is a decent idea. You could also go tritons, sea elves, water genasi, or some crazy alliance/combination of all three.
Also Tortles and Locathah.
