I am gonna run the stygian Gambit module but I forsee an issue. I can't find anywhere in the module that talks about operating hours. Does it ever close? If so where does it talk about it in the book? If it doesn't, what should I do if the players ask if they can sneak in at night?

I don’t believe it closes. If they want to sneak in at night inform them that in the Nine Hells there is no night.
