Well, the rules for buying magic items are pretty simple, not including the RP complications that can pop up. It’s suggested that one time consumables have a price of one half the normal rarity’s tier, but I personally feel one fourth is more appropriate. Is there some aspect of this you feel you’re overlooking?
So for enchanted scrolls which contain a spell slot, use the item rarity to determine the price and go with something on the lower end as it's consumable. For learning spells in the case of wizards, I'd use the replacing the spellbook mechanics and double the price which sets the cost to create the resource at 10 gp/level. If you wanted to inflate the price a bit, you could require that they buy them in spell collections containing 'fluff' spells or first find a Wizard who has the spell in their spellbook.
