Asmodeus is the BBEG who is devising a plan to finally win the Blood War and then take over the Material plane. Part of the strategy requires massively increasing worship since his powers will grow as his base grows.
The campaign started in Waterdeep (I ran Dragon heist but modified and now we are well into a homebrew that spinned off of that). They had run-ins with the Cult of Asmo and there is one main dude who had infiltrated the government and was sort of controlling the Open Lord. They discovered this as they had to leave to pursue other clues about Asmo's plan and ways to thwart it. They will return to Waterdeep about a month and a half later.
While they were gone, the Asmo cult leader has corrupted the city. But I am thinking it will be through trickery and propaganda. Like, at first glance the city hasn't changed. But there is a Temple of Asmodeus being built. And Worshiping Asmo is something that can be discussed without fear. Maybe even somewhat popular.
What I would like help with is propaganda slogans, arguments, strategies etc to trick the common folk into thinking Asmo is not really a bad guy. A revamp of Asmo's image without outright lying completely. Like, preaching Asmo as Lawful good might defeat the purpose of getting worshipers. It has to be something more subtle. Like "getting what you want is a good thing" type thing. Sort of presenting selfishness as a virtue.
Asmodeus will not have just one pitch to one audience. He’ll surreptitiously control 51% of a coalition devoted to overcoming an existential threat which he himself secretly created to scare his new servants into compliance.
“Law” is always a good slogan for Lawful Evil creatures, because it’s honest and lots of people prefer it to Chaos, whatever they think that is. “Law” implies not only that the virtuous will triumph, but more importantly that the wicked (whomever the listener counts as wicked) will be punished. It never works out that way, but that’s the pitch. “We will put money in your pocket, but even if we don’t - we’ll at least take money away from that guy you hate.” And if there’s no one that the townsfolk hate, make them hate someone. Ideally, a woman, it’s easier.
Presenting selfishness as a virtue is a big thing in a lot of 80’s movie. Perhaps if you took a gander at political ads back then you might get some ideas.

You could go full on police state: sure you can’t go out after dark, but look how low the crime rate is. Posters could talk up the order and peace that asmodeous has brought. And peace through order.

The gods cower in their heavens, doing nothing to succor mortalkind from the Tides of Blood! Lord Asmodeus is your strength! He is your shield! Aid him however you can! Spread his word and worship! Together, we can end the threat of the Abyss for once and for all!"

A big thing about devils is making deals so Asmodeus could end up quite popular as a god of commerce with breaking deals signed under his name being to eternal damnation. Another way gods of the underworld became popular is through the idea that they keep dangerous spirits away for Asmodeus that would be the evil souls he imprisons and the demons he fights.
The book paradise lost is also often commented on for being a story that made the satan figure more attractive. You construct a similar story of him being this principled divine who wanted to do his duty and fight the demons with the other gods not wanting to get their hands dirty. He in particular could piggy back on the story of zariel a fallen angel. Zariel is not a big schemer so shed likely play along.
