how long would it take an npc to travel from neverwinter to phandalin assuming his travels are uneventful? Also is there a rule i.e 5 miles equels this time?
in a hole in the ground you notice a halfling
There's a section in the Dungeon Masters Guide that covers this. I don't know it off hand but it's relatively early in the book.
I know what you're thinking: "In that flurry of blows, did he use all his ki points, or save one?" Well, are ya feeling lucky, punk?

ah yes so there is under travel time and distance
Normal pace 24 miles per day
i guess the perday limit makes it easier to plan long rest breaks too
