Looking for advice: my players decided to use the boats to evacuate on the other side of the river, going back and forth with boats. This makes me think that when bulk of Dragon army arrives to Vogler that the remaining people across the river are in trouble. Airborne dragon units are free to attack them.
And not sure what was players plan to get all refugees to Kalaman without enough capacity on the boats…
Those who can’t fit in the boats will probably have to walk along the coast to Kalaman. Mayor Raven might propose that the less able-bodied use the boats.
The Dragon Army might not actively pursue the Vogler refugees: allowing Kalaman to fill up with frightened, hungry non-combatants would actually be to their advantage. If your party decides to escort the walking refugees, you could have some minor harassment by the Dragon Army skirmishes for them to deal with.
They don’t encounter a Dragonel until Wheelwatch Outpost later in chapter 4, so I would not introduce the flying elements of the Dragon Army before that.
