It may be a feature that doesnt exist. is there a way for a DM of a campaign to copy a player character sheet and be able to manipulate that copy rather than modifying the campaign version?

Sure. Just make it separately, which shouldn’t be too difficult.

I did not find the "copy" funtion to be available like it is with your own characters, so I guess you would have to do it manually.
