Remnant of a demon killing trap set up by the followers of a diety dedicated to the eradication of demons on the material plane ... the pulsing energy is intended to lure the demons to their doom ... or passing adventurers :)
The ruin could contain bound creatures like elementals, undead or even devils forced to serve - all with the common goal of eliminating demons or whoever else shows up but it is supposed to be demons. You could even have some demons show up attracted by the beacon too.

A portal to the abyss that flickers open and shut from time to time would be another decent explanation though also perhaps obvious.
A demonic magic item attempting to summon an appropriate wielder.
As so often happens, a throwaway line by an NPC has caught the party's attention.
The wizard NPC mentioned a ruin in a cliff side which "emanates Abyssal energies...pulses really."
That's what you consider a throwaway line? That line screams "I'm giving you a Quest to find Loot!"
I'd probably put in a magical item of extreme power there. Like one of Matt Mercer's Vestiges of Divergence which has a demon imprisoned in it. Then have it guarded by a really ancient elf or ghost of some sort. Make up a series of quests they can do to prove themselves worthy of being the next to guard it. Maybe more than one item, depending on how much magic items you're willing to give out.

I've considered:
-an ancient portal to the Abyss; once locked but now the wards are failing and an incursion is again possible.
-an imprisoned demon of great power; the pulses are his pounding on his magical cell
Any other grand ideas come to mind?
