I had one campaign start at level 1 that was focussed around a small farming community - Silverspring. Outside Silverspring, a fallen tree leaned on a large rock, creating a 'portal'. If you walked under this while wearing a ribbon of a particular shade of blue, and whistling a bit of tune, an actual portal would take you to Sigil.
Various small problems came in the wake of this discovery: Formians moved in, and started making problems. A planar merchant came through, and started selling problematic goods in the community (like love potions and so on). A cirkus came through, and was proven much later to be highly problematic. But the players stayed on the Prime for a few levels, until a child randomly walked through and disappeared, forcing them to bring her back.
This worked very well.

the town is being corupted by an unseelie fay incrnate in the from of a small child! if it succeeds the town will be trapped in the feywild forever!

ghosts are kidnapping people by possessing them and then making them commit suicide for a ritual to bring them back to life!

The Gilded Griffon stands at the village's edge, deep in the unexplored frontier, its weathered stone walls are bathed in torchlight, the sign of a majestic griffon hanging above the door. Inside, the scent of roasting meat and exotic spices fills the air, while shadows dance across scarred oak tables. A grand hearth crackles, its mantle adorned with ancient weapons and relics of past adventures. Patrons from distant lands murmur in hushed tones, and a minstrel's haunting melody drifts through the room. Behind the bar, a silver-haired barkeep watches with a knowing eye, recognizing you with a nod as adventurers looking for work.

you recive a letter from PLAYER'S FRIEND'S NAME. skimming the letter reveals various well wishes and wish you were heres, but in the middle of the letter it says: "I saw it eat them. it lives under the streets. it feeds on lies. I saw it eat them I saw it eat them I saw..." and it goes back to what it was. well wishes and wish you were heres.

I never heard of a false hydra. Obviously, I also never heard of the anti-memetics division, as no such thing exists, and would be rediculuous if it did.
I'm a little hazy on how that's a story for a bunch of new players. Very nice story, but for a group of level 1's, it ... might be a bit over the top =)
Although to be fair it does qualify as being not-goblins.

An old evil wizard and a good one had a war a long time ago using constructs and the good wizard won but the evil wizard is still alive as a lich and using constructs to spread his influence over the land, it's the parties' job to find and kill the lich all while dampening the construct army so they don't overrun the kingdom. There's also an extremely powerful construct chasing them down the whole time to increase tension that they have to hide from but eventually have to kill because it's getting too problematic. Eventually they find the extremely well-hidden lair of the lich fight him off and the land returns to normal not being under siege from magic robots anymore. to make it more interesting make the lich make a pact with some other faction in promise that they will get a portion of the kingdom.
I have no idea if you need any further suggestions, but in the current campaign I'm running my players are going to be investigating the appearance of a ghostly tower that appears only at dusk, and hovers roughly 8 feet above the ground within a very small clearing in the woods just outside of town. This tower is always surrounded by dark, angry looking storm clouds.
It's a small adventure. Basically a Wizard had cast a spell to send the tower back through time, but screwed up and sent it traveling through a space bewteen dimensional planes. She ran into an interdimensional creature who attacked the tower and disrupted the spell. This attack somewhat froze the tower, along with the Wizard and this creature kind of in place and almost time (the details are a bit wibbly wobbly, timey wimey).
Once the players enter the tower they cannot get back to their proper time and place without helping the Wizard fix the spell. In order to do that they'll need to help the Wizard (currently hiding safely within her study, and projecting herself to the players as a ghost-like figure because of the monster) retrieve a book of ancient knowledge, a magnifying glass, and her lightning rune. The rune was swallowed up by the monster, so they need to kill it in order to get the rune back (hence the dark angry storm clouds surrounding the top of the tower).
Once the three items are all brought to the Wizard she can finally set everything right and the player characters can all go home again. Or at least she thinks so. Maybe. I mean she's pretty sure it's going to work...
That was actually kind of the plot to a homemade campaign my dad did,( he's played since AD&D) where yeenoghu was losing power in the south ( gnolls turned good[some of them]) and he had to get a wizard to corrupt and create patch work evil creatures. so now we have gnollen the barbarian in our party.

Cult is kidnapping people and turning them into zombies to please their vile god.
A disease has infected a town and is turning people into gnolls.
