Whack your enemies with it, at no cost to action economy. And if I were DM, I’d let you use it to tidy up the place a bit, even though that isn’t specifically mentioned in the item description.
I think it's a nifty little thing for a low level party-
It can act as a familiar if you don't have access to the spell or a warlock. It's another thing for the bad guys to attack in battle, an extra attack or just using flyby with the help action means a rogue in your party can always have advantage. (It might even annoy your Beastmaster(before lvl 7), as it doesn't effect your actions once it's been activated).
You can place it as a lookout if you're up to nefarious activities - it can slow down anyone approaching then fly to you as a warning. Also, Blindsight is no small thing at lower levels (as a guard, but also in battle you could command it to hover above an invisible assailant).
You can give it to a low level party member who wants to play a classic witch but you are not giving them the ability to fly (as you would with the broom of flying), which is a right pain at low levels.
Baba Yaga's Dancing Broom is a fun item. It does have one part that I hate though. The broom only has 14HP when animated, and if it drops to 0, the broom is destroyed, rather than just dropping inert. Kind of a bummer if you animate it, then it gets hit by a Fireball and is destroyed. Still, it's a fun, thematic item if you have a character playing as some sort of witchy spellcaster.
