So the players My game had a TPK late in the death house, we’re starting again and this time we’re gonna skip the death house, but my question is would the previous characters be a part of the march of the dead, or is it exclusively for adventurers, who are actively fighting Strahd and Died by his hands?
I don't think there's any official confirmation either way so it's entirely down to the DM. Personally I'd include them in the march just because players usually like call backs

Remember, as the DM, ultimately you're the one who decides what happens, regardless of what it says in a published adventure. Ideally you want to be making choices that lead to a more fun and interesting experience for the players. Those characters coming back to haunt the players sounds a lot more fun and interesting than just forgetting about them entirely.
