So I am currently doing a campaign and one of my players decided that both they and their character would fall in love with my main NPC and the elf who gives the party their quests. I have absolutely no idea how to continue this process. I need ideas on how to have this NPC continue the relationship. Fortunately I have been able to stall by making the NPC a bit shy and uncomfortable about expressing their love. I don't know how much longer I can stall though. Help!
1) When you say "they and their character" does that mean they want to start a relationship with you in reality?
2) Ask the rest of the players at the table what they are comfortable with. Some people find it really awkward to be sitting watching two other people flirt / described intimate activities others love it. This also goes for you too, if you aren't comfortable talking about that stuff then you don't have to. Instead you can simply "fade to black" at anytime during romantic scenes.
3) Read the room and/or ask the other players how they are feeling about the relationship - i.e. do they enjoy watching the scenes or would they rather you focused on scenes the whole party can participate in. Again if it feels like this relationship is taking up too much game-time you can simply have those scenes happen off screen and do a general summary e.g.:
"You take them out to the theatre, there is a comical play about crossdressing, it's hilarious and NPC has a great time and invites to you back to her place." then like "You and NPC have a great night together, with lots of intimate moments, at the end they have professed their love for you and invite you back the next time you are in town"...
In addition to what Agilemind has said don't forget that, just as in the real world, deciding that you've fallen in love with someone doesn't mean they will fall in love with you. If you aren't comfortable with the situation both you and the NPC can just say no

First major question is do you want to RP the romance ?
Next question is would the NPC actually be into the character?
Third is how comfortable is the rest of the group isn't it.
Depending on those answers determines how you should handle it.

In that case go for it.
It should be organic. Think of how it would work if they were real people.
Of course this is d&d so a Villian needs to kidnap the NPC and then when rescued probably ask the PC to go for a walk.
I am kidnapping the NPC in two days. I'll see how it goes. It would be an interesting plot twist.

Thank you for your help everyone. I was able to pull off a kidnapping on the NPC and the characters only just rescued them. It went really well!
