So, I am looking at the Drow Arachnomancer in monster of the multiverse and have a question about it's attacks. It states;
The drow makes three attacks, using Bite, Poisonous Touch, Web, or a combination of them. One attack can be replaced by a use of Spellcasting.
With the way it is worded, it sounds like the Arachnomancer can make two attacks AND a spell attack- for example; Web attack, bite attack and cast insect plague all in one round. Am I reading this right? Normally, casting a spell costs an action, but this sounds like it can be done within the attack action.

Yes, that's exactly what it means. It doesn't say...
...because it would have meant that you could use Spellcasting three times with the same action, which would be incorrect.
