New to DMing and having a discussion of feats and how they can be used. One player is wanting to take Stike of the Giant feat for his 4th level barbarian. He was thinking that if he used the feat that it would give him an extra D10 fire damage for every attack in time frame. I read it as it is for the attack he adds it to. For a time period that just seems to scream overpowered for a 4th level. Wanted other thoughts on it.
Strike of the Fire Giant does indeed deal 1d10 fire damage on hit and it can be taken even on level 1. However, it does specify it only works once per turn, so it doesn't work for every attack. Granted that level 4 barbarians only have 1 attack per action, but even if they're dual wielding it's only for one attack per turn. And later when they get two attacks per turn, it's still only for one attack.
Fire strike giant strike comes up quite often when people consider max damage builds. So, yes. it does deal a lot of damage, but it's also literally the only thing it does. There's no other benefits of the fire strike feat, so I think it balances out.

Your interpretation is correct. There is no "time frame" or "time period" specified anywhere in the feat; it's not something that has a duration.
Each use of it (you get a number of uses equal to your Proficiency Bonus, which recharge on a Long Rest) only works on one attack, and you can only use it once per turn.

I'll just repeat a bit of what was said above with the text and some extra comments.
"When you take this feat, choose one of the benefits listed below. Once per turn, when you hit a target with a melee weapon attack or a ranged weapon attack using a thrown weapon, you can imbue the attack with an additional effect depending on the benefit you chose:"
"You can use this feat a number of times equal to your proficiency bonus, and you regain all expended uses when you finish a long rest."
1) This is an origin feat so it does NOT increase a stat.
2) This ability can be used ONLY once/turn.
3) This ability can only be used proficiency times/day and is only restored on a long rest.
For a level 4 barbarian with a proficiency bonus of +2, this ability is only usable 2 times/day and at most 1/turn.
With an average of 5.5 bonus damage on each use of the fire version .. it means 11 extra damage/day on average at level 4. The ONLY reason to take this feat is for character/role play reasons since it is mechanically almost useless. There are far better choices for a level 4 feat (in my opinion).
My choice for a level 4 barbarian would likely be using a Great sword or Polearm and pick up Great Weapon Master if their interest is increasing the amount of damage they can do.

Just for the record, despite being granted by a background, this is technically not an Origin Feat as the concept of "Origin Feats" didn't exist when the book it's defined in was published.
