I'm starting an Eberron campaign in Sharn that's ideally going to evolve into a full continent spanning cospiracy. I have an idea of the general plot/situation, but I'm looking for well written (with good layout) tier 1 urban adventures that I can adapt/shamelessly steal from. Any suggestions?

If you have it, the Adventures in Faerun sourcebook has a myriad of one page short adventures that you can choose from and adapt. They're not too details oriented, but there are a lot of them.
Also, look on DMs Guild. There is probably something there for you.

Just started running an Eberron campaign myself. The new Forge of the Artificer book has a section on “Inquisitive adventures” which are all themed around detective work. Also the 3.5e adventure Forgotten Forge is a Sharn based adventure that starts with a murder. It’s free on DM’s Guild
Also they’ll take more time obviously but back in 2010ish there was a series of Eberron novels called The Inquisitives which were basically Eberron set detective stories. I particularly recommend the two Abraxis Wren books. The whole series is available on Kindle and really helped me with things like tone and descriptions of Eberron, as well as shamelessly stealing some characters and plot threads
