I have them set to private and fooled with claiming, deactivating, etc. They still show to my players with name and level makeup. Am I missing something?
I would recommend not putting them into the campaign? The campaign is more for players-- You could link the sheets in your Private Notes, perhaps.
(DM to DM I would also recommend having villains entered in as Monsters instead of characters! You have less limits to build, and if it's a boss villain you'll probably want legendary actions ;) )
True, but I don't own the books I just bought in, so anything I create needs to be in my campaign. Otherwise great ideas. I was thinking just making it private and I am the DM would keep them invisible.
You can make the characters in the campaign, using the shared content and then remove them - they will remain as they were, but if you want to change any details, you will likely need to add them back to the campaign.

I haven't seen a remove option I have seen deactivate and delete only. Deactivate they are still visible to others.
You should see "Remove" on the character within the campaign under the "More" hover. I'll edit this with a screenshot shortly.
