Heya! So I've been DMing for a brief period of time and have been writing the first major story arc of my first campaign. Basically, the gist is that there is a beautiful desert city that 2 of my players are from. However, they hadn't been there in over a decade and much has changed. They believe the city is now run by who they knew to be the previous Grand Warmaster who has start militarizing the city.
What they do NOT know is that the general is NOT the same person they knew. He is a manipulative Rakshasa with a much higher goal in mind. But here is where I blank...
What do Devils like Rakshasa... want? What is his ambition? What would a self-serving fiend do with an entire city at his fingertips?
Im desperately looking for ideas and would love for any help.
You could read up on The Blood War to get some ideas why a devil might want an army on this plane of existence... Rakshasa is just working in service to some higher devil for a greater goal.
Be sure to make him friendly, "knowing" the characters from an earlier time. Entrusting the party with important quests, giving them a little aid when he can.
Then when he backstabs them and reveals his true nature, it will be epic fireball fight time.

an adversary needn't be pure evil, perhaps this rakasha is merely trying to maintain the traditional caste system. or has lax views on slavers that have been boosting the city's economy. when it is not black and white you may be able to slowly challenge the players worldview, until they eventually get to that point where they have to ask....what is the right thing to do, here?

Amusement factor. The Rakshasa, bored, has decided to see if it can stir up a war to entertain it for a few years.
Revenge on one or both of the characters or their families for a broken oath.
Rakshasa is building his own power/army to challenge a higher devil or fiend for position/rank.
