I have just begun to read Dragon Heist and I learned about Ahghairon's Dragonward that protects Waterdeep from Dragons or Dragon type creatures cannot enter the city. Does this mean Dragonborn cannot be part of this adventure?

No, Dragonborn are not Dragon, they are humanoid.
There are even many Dragonborn NPCs described in the module.
