Dispell only effects spells. A magic weapon is a magic weapon or item. I would say some form of wish could for sure. But maybe make it a huge side story. Your player will not be happy going on a long time with a curse item. Specially if they are not aligned with the item. I would apply the remove curse spell as a temporary fix. If your party has any good alignment, just leaving the item behind to capture another person would not suffice. So breaking the items curse permanently might be a focus or suggested focus.

What the titles says lol, I gave my player an evil sentient weapon and was wondering can it be dispelled? or is that up to the DM.
No, Dispel Magic would not be of help in this case.
Sentient magic weapons should require more effort to unmake than a 3rd level spell. If you just want it out of play then have someone try to steal it.
