I’m having my players go up against a mob boss that is helping his boss to build a secret army to over through the material plane in there world. I’m having a hard time coming up with a good monster to be the mob boss do y’all have any suggestions?
At lower levels, a wererat might make a cool mob boss: sneaky and intelligent, but still super creepy! He might even run his operation in the sewers and be backed up by giant rats or rat swarms.
If this is an urban setting, a kenku with class levels in Rogue and Monk. A doppelganger with class levels in Fighter and a few feats would also be quite dangerous. Possibly even an Efreet if your behind the scenes BBEG is really powerful.
In a wilderness setting, a YA green or blue dragon. An ogre mage. An unusually intelligent troll with spell-casting abilities: War or Tempest Domain Cleric maybe or Warlock levels?
For underground setting, a drow or drider, an LE umber hulk, or a mind flayer.
In that case, they can definitely handle one Old dragon or a coven of hags with added hit dice and multiple minions. A soup-up frost or fire giant from Xanathar's would also work quite well.
Genies, most Giants, Devils, or necromancers May be options as well. At the upper end of difficulty would be creatures like archmages, warlords, or adult white dragons. Beings like beholders or vampires may be a bit too difficult for level 7 players, especially if there are minions
If you are still looking for a mob boss, my suggestion is to do what I did and use a Medusa. the following link is the picture I used for the individual. Medusa Mob Boss. With the hood over his head I gave the medusa a surprise gaze blast to one of the characters right off the bat. Afterwards have the Medusa remove the hood, reveal the snake hair, and start having them fight it as they normally would with lowly type thugs to give the bad guys more actions for their rounds. It was really fun and my players still haven't killed him yet since I petrified a character during the battle. They had a choice, try to save the petrified friend that was being pulled up onto a wagon or chase the medusa in the opposite direction.

What level are you intending your players to be in the encounter?

Wizard (Gandalf) of the Tolkien Club
(Half-)orc, kobold, fiend, duergar, were-x, hag variety, hobgoblin, , taurs/orge. Those could make fun mob bosses with interesting personalities.
