so I have a new player joining a campaign i’ve Been DMing. They really want to be a flame inspired character like Roy Mustang, or something like that. Anyway, I haven’t played many character classes as I DM more then I play. So what’s the best option for this player? Evocation wizard? Draconic Sorcerer? Sun soul Monk? This player isn’t the most organized individual so Wizard and Sorcerer scares me a bit haha.
If you are open to using Unearthed Arcana, then the Phoenix Sorcerer option is right up that ally. Otherwise you could make them a custom Warlock patron like the Demonic Pact that amps up the fire spell options. Beyond those options, just about any class that can cast fire spells would be fine.

I don't know this person... personally, but if it sounds like you don't think Traditional D&D Spellcaster is the way for them to go. If they want a "Roy Mustang" character, while Sun Soul Monk might be a good way, I would instead suggest Way of the Four Elements and only choose Fire Disciplines (Fangs of the Fire Snake, Flames of the Phoenix, River of Hungry Flame, Sweeping Cinder Strike).
It all depends on how far you want to homebrew this, but you could do some of the following if it goes the Monk route:
Give them a bonus to Ki equal to their Wisdom Modifier.
Instead of increasing the Martial Arts Die you could decrease Ki costs for Fire Disciplines by 1 at levels 5,11, and 17. This one may be too much.
Have them take the Magic Initiate Feat, have them choose the Druid Class, Mending (Alchemy..., man) and Produce Flame Cantrips, and Faerie Fire Spell. Perhaps also allow them to cast Faerie Fire with Ki.
This is all assuming you meant the Roy Mustang thing a bit more on the literal side of course. Now excuse me, I have the urgent need to go create Boy Rustang the Fire Alche-Monk-ist.
So this is entirely homebrewed, but I don't feel it is ridiculously over powered. If you recall, Roy Mustang is not like Edward Elric and requires the use of Transmutation Circles. His gloves are merely stitched with a transmutation circle into the palm. The act of snapping his finger activates the circle causing a spark of fire that he can then manipulate since he is the Flame Alchemist.
Using that as inspiration, my character has the spell Pyrotechnics. If you recall, that spell requires a non-magical flame. So my character had commission a pair of gloves we are calling the "Flint Lined Gloves" that essentially has a single plate of steel in the palm just over the "thumb pad" so that I can still open and close unimpeded and the middle finger is "laced" with small slivers of flint. When snapping my finger, it slams against the palm of the steel, producing a small, quick non-magical flame large enough to be usable by Pyrotechnics. The gloves are damaged in the "snapping" of the flame and must be repaired. Essentially my character gets two uses per short rest and casts mending to repair them during the down time.
Flint Lined Gloves As a bonus action, you snap your fingers running the flint laced within your gloves against the steel plate, creating a small spark of fire that last for a moment unless placed next to material that would normally catch fire. You can use this item twice before they need to be repaired.
Essentially if I want to use this I bonus action snap my fingers to produce the flame, standard action casting pyrotechnics on the flame before it flickers out and then I choose to either cause a firework or smoke bomb. I use pyrotechnics as an escape mechanism, mostly since it is always (if used along side the Flint Lined Gloves) centered on me. Either as a way to provide quick cover with smoke, or to blind those around me (my DM grants me advantage on the CON save to become blinded since I know it is coming and can shut my eyes). This could be a great baseline for him to feel like Roy Mustang.
Then it is just a matter of him really picking one of the full arcane casters he likes and then him selecting lots of Fire based spells. Viola! Roy Mustang!
What about making him a Cleric to a Fire Elemental deity? He may have a special fire oriented spell every few levels. It sounds like a lot of work to make a special character for the player instead of having him figure it out within the rules.
Evocation wizard isn't the best. Mostly because the abilities you get there are not as good as one could hope. If he likes fire I think Draconic sorcerer would be a great choice. The fiend patron for the warlock is also a good place for fire. Else you could look it up or homebrew a pyromancer. I've just never really liked the pyromancer homebrew classes I've seen. Way to underpowered or way to situational and not able to do anything if there is fire resistance, and some just ignore that out right, and it was just "make spells that do fire damage, BETTER." So maybe it works better for you than me but else I think draconic sorcerer would be fine ^^. Monk? I would say way of the four elements. And then focus on the fire aspects of it. ^^
Maybe a varient human valor bard with magic initiate sorcerer to get firebolt. Inspiration and charisma to reflect officer training/status, focus on skills good for investigation?
