when my players are creating characters, cab they get magic items to start with. Like rings? Or are those picky fire me to add the DM to give as loot and part of the story line?

If you are a new DM then wait with magic items. Start them at level 1 (maybe 2) but if it's your first game then it's good to be sure you can control it. If you've played for a while then you might be familiar with certain magical items and can rule accordingly. If your players have played for a while and you are a new player/DM then probably wait with magical items until you've read them a few times. I know it sounds boring to flip through the magic item pages and it is sometimes but I like seeing a magical item and going "oh! Can't wait to use that!". +1 weapons are stronger than you think at lower levels. A werewolf is a CR 10 beast at level 1-3 without magical items or a caster. Maybe even more BECAUSE it can't be harmed. If you have a caster then it's just spamming fire bolt or another dmg cantrip. And the fighter with a +1 greatsword can chop that werewolf into meat pies pretty easily. Else, I recommend printing out an ancient red dragon stat block and trust your gut. if it doesn't work, well. You got a printed out way to fix it! ^^

The DM can choose to let players start with or but mahic items, but by default, they are not available for purchase.
