What do you want it to do?
I dunno. I want it to be grand and epic! As it looks cool on the map and I've never thought of using a portal stone thing before. I know that in the dwarven mine there are 2 or 3 (haven't decided yet) portals to the frostfell. And a very (very very very very) old silver dragon has the box that they need. And to get it from him they have to close the portals. So I was thinking of having it connected to that but, I don't know. I'm open to suggestions! ^^

You could have it take them to the different incarnations of D&D; Greyhawk, Ravenloft, Blackmoor, Krynn, Dark Sun, etc. The possibilities are pretty much endless depending on what you want to give your players, and how much effort you want to put into it.

I feel old now... :) If that's too much then turn the portal into the quest itself, make the players hunt for the items necessary to activate the portal. This is a very tricky approach because you're actually going to be spending this time listening to the players because, as players always do, they will speculate on what the portal will do. Eventually you'll hear them come up with an idea, or you yourself will fall into an idea, that you can then use the portal to continue on from there.

Good idea! Yeah I have only played in forgotten realms, and haven't felt the need yet to go ahead and learn a whole knew world. But I hope that someday I could make my own. But the time it requires is immense! I was thinking of having it something to do with the shadowfell, or another plane. And the portal has 4 charges. So when a creature walks through it spends 1 charge. Meaning if all go through it closes behind them. I have mentioned to my players that death/loss of a character is very much a possibility. As I don't like to pull the punch. So if a player walks through the portal 4 times s/he get's stuck there. That however can always be a nice little 1-shot! xD Or 10-shot xD.
If it were to go to another plane then what plane/planes would you recommend? The party is currently 6th lvl but pretty decked out as far as magic items go. Not because they have a whole shit ton but just that there are a few powerful ones. Paladin's hammer is pretty...erhh. "Good". And my rogue has a necklace of extra dimensional space. Which means that he can spend 1 minute to cast MMM 1/day. Else, it's just +1 armor to a few party members and a +1 bow to the fighter. The second fighter got a +1 dagger of venom, for her powerful magic item as the others kinda had one and she would have been left without much magical stuff. So any plane/planes that could be fun to perhaps end up throwing them into? ^^
You can get a lot of mileage out of the Feywyld and Shadowfell. Otherwise using the primary elemental planes can be interesting, however I'd say sticking with Fire would be easiest and have them introduced to the City of Brass, you can use exhaustion due to heat as an interesting mechanic. The other 3 elemental planes can get extremely deadly if you're ill-equipped or just unlucky.
The Seelie and Unseelie courts interacting between the Feywyld and Shadowfell. The Drow from the Underdark, accessible from the Shadowfell. The Djinn and Effreti from the City of Brass making deals that are as bad as, and sometimes worse than, deals with Demons and Devils. The slave trades, the rare materials from the bazaars, the exotic weapons and armors from the Fire Giants' forges, the City of Brass is an interesting place. You have a few story lines you could put together from any of those places, even more entertaining if you can tie it into one, or more, of your PC's back stories.

I like that idea. Problem is that this portal stone is kinda in the center of an abandoned dwarven mine. Ironstar. In the Firstpeak mountain in the spine of the world. Found a map online and I just use that for the Ironstar fortress/mine. But a ruin of some kind could be interesting. Perhaps a forgotten land or something! So I didn't have to create a whole world but just a plot of land. Filled with ruins, where there are 2 many cities perhaps. And they have to side with one of them perhaps in order to escape?! Omg. Well thank you sir! That just sparked something in my mind!
Sorry but, any tips/ideas that could help with that? ^^ I wanna make sure that I plot out most of it so I don't have to wing something like that and want to change it later xD.

Could also have them under attack by demons or devils and they stay and fight so that the demons or devils can't reach the portal to reach the surface. Just some other ideas to go with what you were saying.

Sounds very interesting! I think I'm just gonna grab a map from the internet and use that so I don't have to draw it all myself! xD What creatures do you think could be fun and interesting to have as the bigger evil here. I was thinking that the two cities where a battle for their ideals. One was a lawful good/neutral city. Where they fought to keep the order in the plane, while the other city was fighting for freedom. Being a very chaotic neutral based society. Making the players choose which one they are to side with in order to get back to their own plane ^^. But the dwarven ruins are good too! I'm just searching for something where I can test the players morals/beliefs, etc. As they are new d&d players I want to show them that not always is it so black and white. You can't just assume you're always doing the good thing. And a lot of my players are leaning toward the chaotic neutral/neutral evil/lawful evil side so I wanted something where they would have to choose. Showing them that the chaotic lawless and criminal filled city is SO much more dangerous and hard to be in than the lawful and order based city is. So what if the dwarvens and their enemies could have their reasons for things. No need! I'll take all the help I can get I think but it doesn't have to be what I told here, but if possible that would be awesome! ^^ Thank you for the help too! ^^

There are 2 individuals that are fighting over the crown and you have to side with one or the other and bring the one you side with a crown forged by a paragon. Both were bad choices in their own way but you can change that up and have it with factions with different moralities (could even throw in even more) and the players have to side with one in order to get home. Each faction lives in a different part of the city or have small individual cities for each faction and they visit each faction to learn more about them and to decide who they will help gain power. When they formed this society they all agreed on having a centralized form of government and each time new comers enter they help decide which faction will rule till the next time people use the portal.
If you would rather stick with the ruins idea I gave you, there are 2 scenarios that I like. 1) Demons or devils are attacking the dwarves so they can use the portal to reach the surface. 2) An ancient dragon with kolbold minions are attacking the dwarves, to escape the ruins. This one you could actually even do the morality test by having the dwarves be evil and keeping a good dragon sealed in the ruins so it can't be free on the surface. Your players would either help the dwarves keep the good dragon down here or kill it out right, or they can help the dragon fight the dwarves and they all escape together.

Mhhhm! I like the idea of that the dwarvens aren't good. Perhaps duergar? And the dragon being a blue or green. Maybe a copper dragon. Something that isn't good nor evil. But the dragon wants to kill all the dwarves and something else that the players problably don't want. While the dwarves are duergar. I like the idea of them having a trapped dragon and of course they are just plain lawful evil and really sadistic. Good idea! ^^
