I'm currently running Forge of Fury, which, as you may know, features a black dragon as the primary boss. While I'm doing a lot of changes to the module, I'm not keeping Nightscale, but, when I researched black dragons, I came across an obscure bit of lore that said that black dragons have an almost magical influence on reptiles. Since one of my players is a lizardfolk, I'm considering giving him disadvantage on insight checks against Nightscale's persuasion, or, alternatively, letting Nightscale cast Charm Person on him for free. Do you think this would weaken the fight?

Not at all. Well, let me be more specific. I think the disadvantage on social checks adds a cool bit of flavor to the encounter, without giving too much to the dragon. Charming your player would give the dragon a heftier advantage over them, and could potentially have a large influence on the fight when one PC is basically taken out of the battle.
So, I guess it depends on exactly how much more of a challenge you want it to be.
I think maybe a Disadvantage on the Insight and a Disadvantage on the charm person saving throw but not a free one. It'll add a cool flavour for the encounter but not enough to make a player feel it's forced.
