Also, in the same chapter, they list "Elven Plate" as treasure, but don't include any value. Neither is 'elven plate' is not listed in the rules as a mundane item. Is this a mistake (it's not "treasure")? The room description also includes yet another a suite of 'fine plate'.
I have treated it all as just decorative - but I can see characters/DMs getting confused here ...
From what I have been able to find. The armor Talis wears is actually supposed to be white dragon scale armor. It, along with the wand, could be obtained by the PCs killing her and taking it. As for the, “elven plate,” it seems, from what I’ve found, to be just regular plate armor crafted in an elven style.

In Episode 7, Talis is wearing +1 white scale mail and holding a wand. In her room is another +1 chain mail.
The chain mail is listed as a reward but the scale mail and wand are not...
Can anyone make sense of this for me, please?
Usually a reward section in an adventure does not list the personal equipment of NPCs.
