If the spell if giving you a +1 to +3 modifier to strength checks, depending at what level the spell is being cast, then you roll D20, add your Strength Modifier, and add +1 to +3 to the roll, depending on how high a spell slot the caster used to cast the spell. If you "meet or beat" a total of the DC ( 13 in this case ) you made the check.
Perhaps if you posted the spell description, and/or where the DC 13 check is coming from, we could be more specific?

I came across this on a homebrew spell, It shows that the STR of the spell increases by +1 to +3 at different levels.
How do you roll a DC 13 STR+1 or 2 or 3) I don't quite understand that one.
