c) Does Healer = Cleric? Have their GOD react accordingly. Lawful Good God of healing? Good luck getting spells until you atone for wanton cruelty ( or murder if they killed the shopkeep ).
And if that Players ends up needing a new Character since the old one is now in the Palace dungeons serving 10 year for murder ... well, actions have consequences.

If they're trying to aggravate another Player ( assuming not because they were have a singular off day, but that they think it's funny game-over-game ), then they're being a "wangrod" ( to quote Matt Colville ) and you need to head that off, soonest.

Give negative EXP for that. "Okay, you burn the place down...and in all the excitement, you lost a spell slot and forgot a little bit about how to Cleric."
Maybe, if you can spin that as divine punishment from the Cleric's God., and even then, I'd make it something that could be balanced with atonement.
I think the DM punishing the Character without there being in world justification because the DM is pissed off is a slippery slope.
Although if that's the case, now I need to think why the DM rewarding "desirable" game behavior via Inspiration, or XP bonuses, or cookies, or whatever, is any different ( or if it is ).

Usually it's not a problem. Everybody has their way of dealing with murder hobos, but there are times when they try your patience.
Wizard finds exotic pet shop, wants to pick up a familiar or pet. The party healer wants to burn the place down for fun and exp. WTF dude...
