My campaign ist settled within the forgotten relams. I created a homebrewed region at the dessarin river between two hill regions north east of waterdeep. The main plot of my campaign is that a dragon kidnaps a nobleman from one of the leading noble houses of Dessarhold (my homebrewed city). The Dragons goal is to replace him, corrupt the city, get as many treasures out of it and finally to destroy the city. Now i am looking for a spell or an magic item, that allows the dragon to "shapeshift". His plan is not to kill the nobleman but to take him as a prisoner to get as much informations out of him as possible. So my question is what spell or spell combination would be best for "my" dragon to use? The original shapeshift spell lasts only 1hr as far as i know. To fulfill the whole plan the dragon must stay hidden for 1yr gametime, so a 1hr duration is not an adequate solution. Within that time the players start at lvl 1 with a lot of sidequest and hints that gives them some clues. Is there any spell/magic item that already fits or do i have to homebrew one?
It doesn't require a spell. A normal, adult dragon can just change its shape.
Change Shape. The dragon magically polymorphs into a humanoid or beast that has a challenge rating no higher than its own, or back into its true form. It reverts to its true form if it dies. Any equipment it is wearing or carrying is absorbed or borne by the new form (the dragon's choice).
In a new form, the dragon retains its alignment, hit points, Hit Dice, ability to speak, proficiencies, Legendary Resistance, lair actions, and Intelligence, Wisdom, and Charisma scores, as well as this action. Its statistics and capabilities are otherwise replaced by those of the new form, except any class features or legendary actions of that form.
It doesn't have to be just for good dragons. There's nothing that says an evil dragon can't also have that ability. The fact that it does may just be an anomaly that helps it hatch the evil plan it needs to take over the country in the first place.

Also he could use a detect thoughts spell to probe the nobleman's mind?
Or if he doesn't have access to that spell he could cast charm person, or suggestion to coerce him. Or even Geas to force him to talk.
If you look through the enchantment school of spells there might me a couple that could be cool. I would try and find one that matches the specific flair or style of this dragon. See what flavor of evil this dragon is (for which you can find useful pointers in the monster manual).

Yeah i saw that but isn't that change shape only for the good dragons? "My" Dragon is evil e.g. red, blue, green.
