Well, their breath weapon can only be used once per short rest, so I don't see how they would get any benefit from this. Plus, eldritch blast is an ability gained from their patron, whereas the breath weapon is just a natural genetic ability. So I would say, "No", they're two separate abilities.
As far as a dragon being a patron, yeah! Absolutely! Especially for a dragonborn warlock. But that dragon would have to be at least an old dragon, preferably an ancient dragon. Heck, that dragon might even be the actual dragon that first spawned that character's particular family bloodline! But remember the greedy nature of dragons, so it would be perfectly acceptable to make the dragon patron demand a certain amount of tribute (treasure) from the character for each level's abilities gained.

To echo Tayn, they're completely seperate abilities, that both require a seperate action to make. My suggestion would be to flavour your eldritch blast as coming out of your dragonborn's mouth.
Regarding your patron - any being of sufficient power can be a patron. An ancient dragon would be a fine choice!

1: In the end it’s up to your DM, but I’d say sure. Archfey could be easily reskinned as either a green or copper dragon. The Fiend as red or gold. I can see The Great Old One is a draconian Ouroboros/Jormungand. The Celestial doesn’t even need to be recast. It could be any powerful minion of Tiamat or Bahamut, if not themselves. The Hexblade (abilities/lore) is general enough that you could tie it to any dragon that wants a melee servant, if you want to want to keep tight to the lore, perhaps the blade you serve is an ancient claw/fang that still retains the dragon’s soul.

Can you use your breath weapon and eldritch blast in the same action? No.
When you cast Eldritch Blast can you “breathe" it at them? I can’t imagine a reason why not.
Do you want to change the damage type of Eldritch Blast from force to whichever type is appropriate to your Dragonborn? Not the optimal move, but I’d celebrate (possibly, occasionally reward) you for choosing RP over (not)optimization.
There are also plenty of homebrew dragon patron subclasses out there.
