A severed hand would usually be considered an object rather than a creature, and as such, would not have the regenerative ability of a live troll, doubly so if the hand was cut off after the troll was completely killed. That said, it's your game and you let them get the hand so you can decide.
1- as Lunali said, the hand would typically be an object, not a creature (however, the monster Crawling Claw exists, and it is just a hand)
2- a Bag of Holding typically holds only 10 minutes of air, presumably less than would be needed to regenerate from hand to body
3- a Bag of Holding cannot hold more than 500 lbs, and a Troll is large, likely weighing more than 500 lbs; so assuming it could regenerate from a hand, and could survive in the bag, it would likely breach the bag and be dumped on the Astral Plane
Of course, none of the above prevents you from doing what you propose, but if you do, you need to remain consistent:
if 1, there are no problems due to weight or air, and you could decide the origin of the Crawling Claw
if 2, how much longer can a creature breath in a Bag of Holding than normal?
if 3, is a Troll extremely light weight, or can a Bag of Holding hold a lot more than 500 lbs?

RAW, no. Regenerate is an ability of living trolls that allows them to heal faster; it is not a property of dead troll body parts and, as written, cannot bring a troll back from the dead or create a troll where none exists.
As the DM you can of course overrule this if you think it would be awesome, but as the ability is written it shouldn't happen.
