Is this a player's character or an idea you had for an NPC? Just hearing a player say they want to play a half Aasimar half Tiefling sets off a ton of warning bells.
In the expected playtest rules, they would play one or the other, and just make cosmetic changes to reflect the other parent. Like an Aasimar for game mechanics, but with horns and a tail.

Nah bro, pretty sure this character is going to have a horn on one side and an angel wing on the other side, and it is going to wear a leather trench coat with buckles all over and broken chains wrapped around it's wrists!

If that's what they want to look like, why deny them?

Not so much concerned with how they look but how they play, and yeah I get it I might be unfairly stereotyping this character and there is like a 3% chance that this might be a well thought out and nuanced character, but these type of characters and the players who play them do have a bad reputation for a reason.
To be honest I am genuinely curious to hear more about this character now, what class are they and what type of weapon are they using? How tragic is their backstory? Give us the deets!

The half and half character is a trope associated with chosen one plots and in particular combos like vampire/werewolf and angel/devil are very common ideas associated with angsty and unoriginal writing. It's not really a problem but it can be a sign of the player expecting to dominate the story or just having a poorly thought out character.
Personally I would tell a player just to go with Aasimar because it already has the fallen Aasimar option of necrotic shroud that does well enough of capturing a mid point between angel and demon. They can the choose what ever combo of angelic and demon traits they like aesthically with that race as a base. I would also probably try to work with them to flesh out the character a bit more, depending on the specifics of what they are after there may be things like race class combos that capture the idea.
Use Tasha's Custom Lineage and choose a feat that you feel is appropriate.
Use the Tiefling race with Divine Soul Sorcerer as the class.
Use the standard human. The two ancestries fight and cancel each other out. If you want to worry about alignment, as long as the character remains neutral. Going too far into good or evil will cause a physical manifestation of the appropriate ancestry.
How could I possibly create half tiefling half aaismar as a characte?

Also does the character have heterochromia?

Human. What you're looking for is a human.
Use either the Tiefling or Aasimar statblock and just say it's half-blood
