edit: l agree,this should be a one shot character. and l like the idea of it being one half of a duo,where its the brawn,and another pc/the same player is the brains.
An insight check seems like the way to go with people understanding him. And the longer a person is around him, the lower the DC.
And while I guess I'd allow a character like that, I wonder how excited the rest of the party would be with someone who will be so easily dominated/charmed. And if the player himself realizes how he won't really be making any wisdom saves.
I guarantee you that the player will be annoyed by this idea itself after a few sessions. So I say you just go with it and allow it to be adjusted or lifted when the table agrees.

It's certainly not a problem for power (once you apply Warforged stat bonuses, it's possible to have 16/15/17/8/8/8 with point build) but there's a substantial risk of being excessively annoying for everyone at the table.

I think it would work fine for a one-shot, or even maybe a 2-session thing. Cool gimmick, everyone has fun with it, great. But the gimmick would get pretty old after that, and would just make the character totally unable to participate in anything except straightforward combat against non-spellcasters (because many spellcasters would have paralyzing spells that target mental abilities, taking this guy out in R1.)
If you're the DM and are ok with making the campaign kinda center on this guy for a bit, you could have a 3-5 session quest to "lift the curse" that's making him so unbalanced - maybe one session to restore his INT, one his WIS, and one his CHA to normal point-buy or standard-array levels. So he'd start like this, and after one session gets a few extra phrases (and gets one of his stats back in exchange for losing an appropriate amount in a physical stat), second session same, after the third he's back to what he should be. If you go this route make a normal point-buy (or standard-array) warforged, then trade off stats from that to generate his "curse". But that only works if the whole party is ok with this guy being kinda the center of the plot for a bit. (Doesn't mean he's running the whole show, but his story is being centered.)
I would also have the player make rolls to see it the character understands that the rest of the group is under attack. On a fail it could take him out of the encounter altogether, only to continue to sit by and watch his group mates get slaughtered while he finds it funny from the perspective of an infant. Yeah, There would be all sorts of checks being made to determine things in a given situation. Though the character idea would be fine as an NPC, but as a player Im not so sure.
A think a large factor is how serious of a campaign you want to run. If you want it to be slap-sticky fun times ( like Guardians of the Galaxy), then this character could fit in nicely. If you want it to be gritty, with tough choices and moral quandaries, the jokey nature of the character probably won’t land as well.
Another challenge depends on the player and your group. Assuming this character is the only beefy tank, and is useless at everything else, it may be challenging to balance the party’s problems so that this character can participate in enough of them to be interesting, but not feel like he is over-powered or that his downsides don’t matter. I can see a player thinking this character is fun, then getting upset if a whole session goes by that is full of logic puzzles, interrogation, and fighting sneaky/tricky enemies. Conversely, if they adventures are all beat-em-ups, the rogue with expertise in arcana and interrogation skills might feel like the experience is being designed around this fighter.
I saw the name Jethro and had a image which is a slight spin on the original post to combine with Tary form Crit Role....
PC is an atificer (the one that got a mechanical companion at 6th level), the Artificer has the entertainer background and has a flute which he plays during long rests and is called....Tull......his mechanical companion is called Jethro.....Jethro can only say "I am Jethro" and Tull translates etc...
For anyone too young to get the refernce....search youtube or you music site of choice for Jethro Tull.
