phase 3: Huge ghoul with attacks that deal cr 2 ish damage that starts at 2x health but takes damage every round and destroys the building and chases the players (each round dc 10 dex to avoid 1d4 from biulding as chase complication)
What do the phases mean? If kill all next phase starts, it is pretty easy. If it is additive, round 1 = phase 1, round 2 = phase 2, round 3 phase 3, it will be interesting...
If you made the critter, you should know... 44 hp (assuming you mean double regular ghoul hp) by itself, is only three rounds max of party damage. Complication damage comes to about 1hp on average per round, but upping it could be deadly to a wounded party (aka, if they haven't taken any "real" damage in the first two phases, up it to 1d6).
The Shadow is the most dangerous thing in this encounter.
Okay, phase 1 is essentially a medium encounter (600 xp). Phase 2 is a trivial encounter (200 xp) and ghouls are on the weak side for CR 1. Phase 3 is a ghoul with 44 hp (roughly CR 2) and damage 14+paralysis or 18 (roughly CR 2) plus a bit of area damage.
Should be pretty beatable.

phase 1: 1 shadow, 4 skeletons
phase 2: Ghoul
