One of my characters wants to create a magic item that can transport them into a new plane were they have another base. How much do you it should cost, what level do they need to be, how much time, what spells should they need to know, and what set or rolls would they have to do? Right now they are only level 6, but the character would like to start creating this item. It would work a lot like the heirloom sphere from critical roll(or the happy fun ball). I am stuck on finding a way for them to create this item without creating it myself and just giving it to them.
You want an item that casts Demiplane. Which, being and 8th level spell, is at least Very Rare. It would be the normal magic item construction rules (in the DMG and/or Xanathar's Guide). Using the rules for XGtE, I'd probably have the special ingredient be something like a piece of a CR 16+ creature from an appropriate elemental, astral, or outer plane.
Okay, several questions to consider: Has the character been to this base before, or are they trying to create it from scratch? What class/race are they? How did the character come up with the idea? Have they been obsessed about it for years (in which case, maybe the player/character has some ideas for the needed components), or is this just a whim that suddenly struck them? Would this plane be similar to the effect of Mordenkainen's Magnificent Mansion (level 7 spell)? Would it be more modest? How long does it take to active the device (I'm going to duck in here in the middle of combat has a very different utility to, I'll set up the portal to bed down for the night)?
You will need to decided the rarity. That will affect the cost and construction time. Maybe you need to have parts from a Displacer Beast, Phase Spiders, or some other creature(s). Maybe you'll need to have a powerful wizard perform a spell or provide a scroll for a ritual and the only way to get this is to perform a task, retrieve another item, or pay for their service in another way.
As the GM, you have the final say for all of this. If you have access to the DM's Guide or Xanathar's (which has tables for complications), I would suggest using those. Look at other magical items to get a feel for the rarity you're looking for.

Have you looked at the Cubic Gate or the Amulet of the Planes?
