If my dragon is incapacitated due to Tasha's Hideous Laughter, do I still roll to find out if it has regained its breath weapon, realizing it won't be able to use it this round? I can't find any literature or discussion on it. Legendary actions clearly say you can't use them while the creature is incapacitated. I know I wouldn't be able to use the breath weapon while incapacitated, but isn't the roll to determine whether the dragon has gained the ability back innately? It's not an action the dragon is performing willingly.
I believe "recharge" is a thing that just happens, or can happen, at the beginning of a creature's turn. Conditions it might be suffering from should not affect it in my opinion.
