Does the digital monster manual have preset dice that you can roll for the actions of the monster? Like a PC does.

The Basic rules monsters don't have dice rollers, so I don't see why the other sources would. I'm guessing not, but someone else should confirm this.
In the Combat Tracker (alpha version available to subscribers), you have access to digital dice, but they are not integrated into the monster stat cards in any way.
