Hello! So, as you read from the title, I'm Dming for the first time with a group of people online, some friends, some not. The campaign is going to be based vaguely off of the Dangan Ronpa game series, with a group of talented human characters being trapped in an abandoned town by a pair of fox dolls. I know parts of the game will have Clue elements to it, mostly in the trials, and that the only time battling will take place is during the killings. I'm not sure if there is any game that has the mechanics I'm looking for to do this? If there is, please tell me!
First, I have no idea what the Dangan Ronpa game series is, so I wiki'd it, and just read a brief description. I assume you want it to be more confined to a specific location, so that will take true open sand box out of play, so let your players know ahead of time.
I'd come up with an outline of how you want the story to go. Then formulate a list of clues and how/where to find them, which then leads to building a map of the town, as well as the possible encounters at each location and what triggers those encounters. Encounters can be combat-based or skill-check-based (like puzzles, traps, or NPC interaction).
Without knowing more about the series, or about you or your players, I'd say outline is a good idea to start.
