The Headless Horseman will be the upcoming BBEG, based on the Endless Road module from 3.5 Dragon+. Because of lore fluff I've put in place to match the setting, he was an Autumn Eladrin in life, a special emissary for an archfey, and now is the Horseman after losing his head a few century back. For his stat block, I intend on smooshing the Autumn Eladrin and Death Knight stat blocks together, with a summon creepy stead thingy of course, for a CR17-18 or so baddy. The party is tempest cleric, devotion paladin, lycan bloodhunter, wild magic sorcerer, thief and moon druid at lvl13 or 14 by the time they get there and they are EXTREMELY synergetic!
Mechanically and historically, the Horseman is absolutely undead. But in terms of narrative, he is absolutely fey (he's the embodiment of the fey curse an archfey has placed those that killed their favourite eladrin centuries ago).
My question is what would you do? They've got Turn Undead, Hunters' Bane and other anti-undead and anti-fey business going on. So would you make him Undead for historical consistency or lean into the fey aspect for some narrative loyalty?
